NEW TARRIF FOR PSTN SERVICES

In accordance with the Telecom Tariff Order of TRAI, the Department of Telecommunications has finalised alternative Tariff Package for the services provided by DoT/MTNL. The details of the revised tariff effective from 01-05-1999 are mentioned below. This tariff shall remain in force upto 31-03-2000.

A. Registration Charges
(1) Own Your Telephone (OYT) Application

Waiting Charges: The above Registration fee will carry a "waiting charge", for the period commencing on the date of payment and ending with the date immediately preceding the date of installation of the telephone connection, at the rate of interest payable by SBI on fixed deposits made with them for a period of one year and the "waiting charge" shall be calculated for the completed number of months at the rate in force on the date of payment of the Registration Fee.

It will be the endeavour of the Department to provide telephone connnections within 6 months for OYT Registration and 2 years for other than OYT from the month following the month of Payment of Registration Fee as prescribed above. In case telephone connection is not provided within the period specified above, i.e. 6 months for OYT and 2 years for other than OYT, the Registration Fee will carry an additional "waiting charge" of 3% over and above the normal "waiting charge" payable as per above para. This additional "waiting charge" will be payable from the month following the specified period i.e. from 7th month in case of OYT and 25th month in the case of Non-OYT and till the month preceding the month in which the telephone connection is provided

4.Exchange system capacity is the sum of the capacities of all exchanges in a local area, except that for rural subscribers the relevant exchange system capacity to be reckoned for this purpose is the one as existed prior to 15th August, 1998, i.e. before the local call area became coterminus with the short distance charging area (SDCA) for the purpose of local calls. Any augmentation of the exchange capacity after the date of implementation of this order shall automatically be taken into account for re-classification for purposes of tariffs.

Note: If the urban low calling subscriber’s number of calls exceed 200 (monthly) then rent will be charged as per rates mentioned in table for other urban subscriber’s at para C(3)

Flat Rate System
  • The existing rates will be applicable
  • The rates for local PTs connected to Flat rate exchanges shall be the existing rates
5.Concessions in rental
25% concession in rentals both F.R. and M.R. systems will be allowed for:
  1. Non-residential telephone connections (for not exceeding two connections) in schools, universities and colleges affiliated thereto, polytechnics, non-commercial research organisations and other like institutions or organisations recognised by the Government, and
  2. Not exceeding two telephones (non-residential) Institutions like homes for the aged, infirm, spastics, handicapped, deaf-dumb-mute persons, orphanages and voluntary organisations for tribal welfare and other like institutions or other organisations recognised by the Government.
  3. 50% rebate in rentals for Freedom fighters
  4. 50% rebate in normal rentals to blind persons
  5. 50% rebate in normal rentals to gallantary award winners, war widows and disabled soldiers

Note: In the case of OYT connections, concession in basic rentals should be allowed first and then OYT rebate on rental should be allowed.

3. Duration of a local call

The duration of local call will be 180 seconds (3 minutes) irrespective of any exchange capacity subject to technically feasible.

Temporary extensions from departmental exchange connections, from private exchanges, connections from private branch exchanges and extensions from these connections, may be given upto a maximum period of four months provided the cost involved in giving the facility does not exceed Rs. 200 in each case. The charges for these facilities shall be levied at half appropriate annual rental prescribed for the corresponding facility provided on regular basis.

H. Manual Trunk Calls
1.Long Distance Trunk Calls:
(i) From and to places with STD facilities (a)Rs. 5 per call plus

(b)Tariff for subscriber trunk dialed long distance calls, as applicable.

Provided that the minimum tariff under this plan may be the amount applicable to a one minute subscriber trunk dialed domestic long distance call. For calls more than 1 minute duration, the time period of charging will be calculated in discrete unit of 1 minute each.

(c) Rs. 1.20 per metered call to be charged uniformly.

(ii) From/to places without STD facilities Tariffs shall be the same as in (i) above assuming as if these places have STD facilities.
2Charges for various types of Trunk calls:
(i) S.V.H. Calls Same rate as for ordinary calls at H(1) provided that where the SVH calls issued for purpose other than that contemplated by such a call it should be charged at the highest rate applicable in the service.
(ii) Urgent /Demand Call Twice the ordinarycall  rate at H(1) (i)(b) & (c) plus Rs. 5/- per call.
(iii) Lightening calls 8 times the ordinary call at H(1)(i)(b) & (c) plus Rs. 5/- per call.
(iv) Most immediate, Operation immediate, Immediate
      and important calls booked by authorised official
      of Govt. Departments.
Four times the rate for ordinary calls at H(1)(i)(b) & (c) plus     Rs. 5/- per call.

3. Supplementary charge for special services like PP, FT, SFT:

        The additional charges for a particular person facility, Fixed time call and subscriber fixed time call  shall be 50 % of Trunk charge for unit call (one minute trunk) of ordinary category, subject to a minimum of Re. 0.50.

8.Safe Custody
(i) Short Duration Minimum:   7 days
Maximum: 90 days
Full normal rental, cable pair, and telephone number will be reserved and restoration will be done within one week or day specified by sub. whichever is later and Rs. 20/- will be charged
(ii) Long Duration
a) Non-Elect. Exgs. & Elect. Exgs. where dynamic locking is not provided More than 90 days Full rental for 90 days and 40% of rent thereafter if sub. does not require cable pair & indicator reserved for him. Restoration fee Rs. 100/- at the same place & full shifting charge at other places. Restoration fee on overriding priority and within a month is Rs. 100/-
b) For Subs of Elec. Exges with Dynamic Locking Facility Minimum 6 months Full rental for 6 months and 40% of normal rental, thereafter if sub. does not require cable pair & indicator reserved for him. If they are to be kept reserved, full rental should be paid for entire period of safe custody. Restoration on overriding priority & within a month is Rs. 100/-

for urban subscribers - as applicable to low calling urban subscribers as mentioned in para   C(2)

9. Phone Plus Facilities (Special Services)

For all the four services availed simultaneously charges shall be Rs. 60/- per month.
